Both.
It appears to me that the days of having skill/experience/level of development layers within a roster are waning. Look at the LoChi model, for example. They had a 13 player roster that went 11–13 deep on the court. Most of their roster is nothing special and are slightly above average performers on most teams. But the aggregate of everyone contributing at a high level and keeping minutes per player down gave the team a more consistent level of play and more collective team energy no matter who was on the court. It wore out their opponents far more often than not.
The point is, get lots of players who can make meaningful contributions rather than playing only a core group and sitting the rest. I'd look for more coaches to follow this model in the future.
