It's called a strobe. I remember my uncle talking about them from his Studio 54 days....

They're strobes all put at a specific place so when a photographer takes a picture it comes out nice and clear. If you go to one of the games and you don't get many strobes going off...it's safe to assume it's a game not many newspapers are covering
