Why is there a draft for the G-League?

because unlike Minor League baseball where a pro team sends an entire roster down, the NBA only sends 1-3 guys to the G-League. The league also has an extremely high turnover which limits roster consistency each year. When I was a kid the Red Claws had a totally different roster sans 3 players each year
