Would have to go back and watch it. My guess is he's used to the refs allowing him to slow roll stuff like that and attempted to get an additional sub on after one had already been made during the dead ball and was told he had missed his chance. But there wasn't much of an explanation given at the time outside of the fact that he was assessed a delay of game warning. I'm sure we'll hear him bitch about it in the post-game.
