"The athletic directors reconfirmed the Atlantic 10’s commitment to offering of Cost of Attendance scholarships in men’s and women’s basketball. The decision to enact this legislation was a priority for the Atlantic 10 Presidents’ Council, which committed last November to approve cost of attendance scholarships, which are now allowable following the recent NCAA convention.

'We focused on the student-athlete welfare initiatives coming out of the NCAA Convention and the importance of making sure Atlantic 10 student-athletes have the same opportunities as student-athletes in other conferences,' said Patrick Nero, Chair of the Athletic Directors and Director of Athletics at George Washington.

The league reviewed and discussed other autonomy proposals from the NCAA convention, including cost of attendance scholarships in Olympic sports, scholarship protection and loss of value insurance. The A-10 actions are part of the league’s commitment to academic and athletic excellence and student-athlete welfare, while also maintaining the conference’s status as a highly competitive league, especially in the sports of men’s and women’s basketball."

I assume that Mason has sufficient funding and is in support of cost of attendance scholarships for men's and women's basketball.
